DSRSDDistrict Engineering Services
From 1985 to 1996, the Dublin San Ramon Services District (DSRSD) retained WBA to provide District engineering services. DSRSD provides water and sewer utility services within the cities of Dublin and San Ramon and wastewater treatment for the cities of Dublin, San Ramon and Pleasanton. As these cities have experienced rapid development, there was an ongoing need to enlarge and expand the utilities in the service area. A major part of WBA services, as District Engineer, was to provide technical planning for system growth and improvements.

WBA worked with DSRSD to identify, evaluate and implement improvements to the water and wastewater facilities. This included evaluating and estimating the cost of long-range planning alternatives and recommending the most effective projects for implementation. WBA provided project and construction managers for District CIP projects, and was responsible for design of facilities that were built by the District. WBA was responsible for ensuring that developer built facilities conformed to District policies and construction standards. This work often involved coordination of the construction of the utilities with the installation of the other utilities and transportation facilities as well as the acquisition of easements and rights-of-way for the utilities.

SKFDistrict Engineering Services
WBA has been providing district engineering services to the Selma-Kingsburg-Fowler County Sanitation District (SKF) since 1985. Principals of WBA have enjoyed a continuous working relationship with SKF since 1975. SKF provides regional wastewater treatment services for the communities of Selma, Kingsburg and Fowler in Fresno County. As District Engineer, WBA is responsible for assisting SKF in the planning and implementation of system modifications to accommodate development in the area. This includes reviewing the individual planning and zoning assumptions in each community and determining their effects on the SKF interceptor and treatment facilities. Based on these reviews, WBA provides alternative solutions with cost estimates and implementation schedules for modifications and rehabilitation programs that need to be undertaken. Other services include the design and construction management of system improvements.

DSRSDWWTP Plant Expansion And Improvements
WBA has managed the program to expand and improve the wastewater treatment plant for the Dublin San Ramon Services District (DSRSD). The program is ongoing and, thus far, has consisted of a variety of projects to expand the capacity of the treatment plant from 11.5 mgd to 17 mgd, to reduce odors at the plant, improve electrical system reliability, implement operational improvements, and increase the effluent pumping capacity from 30 mgd to 75 mgd. The cost of the improvements is over $50 million. WBA was responsible for developing the projects and for scheduling all the work to complete the planning, design and construction of the plant projects. In addition, WBA developed all contracts needed, and managed and coordinated the work of consultants and contractors to complete the projects in a timely fashion.

FSSD
Engineering and Operations Management

The Fairfield-Suisun Sewer District (FSSD) is a special district that provides wastewater treatment, collection, and disposal services to approximately 115,000 residents in the cities of Fairfield and Suisun City. A WBA employee furnished a variety of engineering services while employed at FSSD as the Engineering and Operations Manager for ten years. General responsibilities included the management of staff, consultants, and contractors for the planning, design, construction, operation and maintenance of all District facilities. Specific engineering responsibilities included development and implementation of the long-term capital improvement program (CIP) and major maintenance programs to expand the system to meet the needs of growth, handle peak weather flows, and maintain the existing infrastructure. The program was implemented using a variety of in-house staff and consultants, and required the development of budgets, development of standard contract documents and details, the management of bidding and RFP processes, the negotiation of engineering and construction contracts, the acquisition of regulatory permits, and coordination with numerous public agencies. Presentations were made to the FSSD Board of Directors for all projects and programs as needed.
