Dublin San Ramon Services District–Fuel Cell Design Build Contract Assistance (2007)
WBA provided engineering services for the installation of two 300 kW digester gas powered fuel cells. We assisted DSRSD with plant fuel and heat balances and development of the digester gas treatment system during this design-build project. The fuel cells have been on-line for one year.

City of Hayward–Solar Energy Evaluation (2009)
WBA assisted the City of Hayward Wastewater Pollution Control Facility (WPCF) with the planning and implementation of a 1 MW solar facility to power the operations of the WPCF. WBA worked with City engineers to plan the renewable energy portfolio, identify and apply for state rebates, prepare the request for proposals, model plant demand and supply of renewable power and determine the appropriate size of the project. Upon receipt of proposals from solar companies, WBA conducted a financial and energy modeling analysis for each individual proposal. WBA then assisted the City to interview and negotiate energy price and a power purchase agreement contract. Our detailed analysis, knowledge of the solar industry and program management approach resulted in a "no risk accepted" contract and low long term energy price for the City of Hayward.

Zone 7 Water District– Alternative Energy Study Evaluation (2007)
WBA evaluated the following technologies for implementation in three water treatment plants and 9 well fields: Fuel cells (landfill gas and natural gas options), hydroturbines, solar and wind. The detailed alternative energy analysis led the client to install 450 kW of solar energy in one of the treatment plants. WBA prepared the Request for Proposals and conducted a detailed financial evaluation for all power purchase agreement bids.

Monterey Regional Water Pollution Control Agency– Solar Energy Proposal Evaluation Assistance (2009)
WBA evaluated the Salinas Valley Recycled Water facility power demand over the last three years and then analyzed four solar energy proposals. The evaluation included a present worth analysis of the solar project savings including a detailed analysis of the Time of Use (TOU) of the power demand and TOU power costs compared to the Time of Delivery of the solar power. The analysis included sensitivity analysis to determine the optimal solar project size and a breakeven analysis of what the annual utility cost escalation would be for the solar project to breakeven (have zero present worth savings). After a screening analysis two solar companies were selected for further interviews to clarify portions of their proposals. WBA assisted MRWPCA by preparing questions for each proposer for the interviews and we helped negotiate modifications to the proposals. We then prepared comments on the proposed Power Purchase Agreement contract. Our detailed analysis, knowledge of the solar industry, detailed cost analysis and program management approach resulted in the selection of a 1 MW thin film solar project from Solar City and First Solar. MRWPCA will benefit from a cost effective renewable energy project that will significantly provide energy savings and reduce the carbon footprint of the treatment facility.
